Like what do you mean?? a Forum itself or a website where you can literally "build" a forum (code by code)
there's invisionfree.com , proboards.com , I think this was handled in another thread somewhere..... :/

I'd suggest invisonfree.com if you just want a forum, they're really good.

do u want a website too tho?

I suggest Invisionfree if you want to use a simplified-yet free-board. If you are willing to invest, Invision is still good. If you want to create your own board from the ground up, a server might be ideal I s'ppose.

You could get a host and FTP MyBB or PHPBB.
